Digitizing civil-status records — City of Cotonou

An electronic civil-records management system built for the City of Cotonou. Replaces paper registers with a secure, role-based-access database.

The problem

The city managed births, marriages and deaths on paper registers — hard to search, exposed to loss, impossible to duplicate. Finding one record could take hours.

What was built

A native PHP web app deployed on municipal servers — no cloud dependency. Record entry, multi-criteria search, official printing, role-based permissions (clerk, supervisor, admin). Framework-free MVC architecture for easy in-house maintenance.
